The Ministry of Works has participated in a key strategy management event, which was held in Bahrain on Wednesday. 'On the Balanced Scorecard: Executing Strategy for Competitive Advantage' was a highly attended event held under the patronage of HE Fahmi Bin Ali Al Jowder, Minister of Works and Minister in charge of the Electricity & Water Authority.
Based on the latest Balanced Scorecard principles the Ministry of Works has a complete framework in place for formulating, managing and executing strategy. According to HE Nayef Omar Al-Kalali, Undersecretary of Public Works Affairs at the Ministry of Works, Strategy Management is key to the Ministry's business and to achieving a successful outcome for Vision 2030. For this reason the timing of this event is ideal since it provided the opportunity for many other organisations who attended to gain familiarity with how the Balanced Scorecard is used to execute strategy with excellence.
"The Ministry's use of strategy management guides the direction we take in our vital role in providing public works services in the Kingdom and in contributing towards achieving sustainable economic and social development. It also supports our contribution to the aspirations of the Bahrain Vision 2030 which as a national initiative depends on creating a real partnership between the Government, the economy and society," said Mr Al-Kalali.
"Part of the groundwork for this partnership is to have better strategic management capability in Government and this is one of the aspirations for the sector in Vision 2030. As a high performance organisation we take pride at the high level of strategic planning that goes into our work and the Strategy Management tools which we use enable us to translate our strategy into action, to align resources to our strategy and to report and track execution through regular reviews."
Many leading organizations in Bahrain use Balanced Scorecard strategies in their quest to achieve excellence and results and the Ministry of Works commands a leading role with an approach to strategy management and execution befitting a key planning player in all national strategies and a leader in public-private partnership and project management practices. The Ministry's strategy is built on four pillars that are fully aligned with Vision 2030 and it positions it as a leading professional organisation embracing the principles of fairness, competitiveness and sustainability.
Complementing its strategy management credentials is the Ministry's Strategic Planning Section, which as an office of strategy management is a regional first for the Government sector. A Project Management Office and a Project Management System complete the trio and all three functions work in synchronisation to integrate strategy, performance and project management and to link core business and management initiatives with operational projects. This collaborative effort aims to optimize performance across technical, managerial and individual levels.
Dr David P Norton, world famous creator of the Balanced Scorecard and author of numerous highly acclaimed bestsellers was the speaker at the event, during which he shared his insight on numerous topics relating to strategy management. These were termed the science of executing strategy, developing executable strategies, creating value through alignment and making strategy management a competitive advantage. Almost 200 staff from the Ministry of Works including the entire top management are involved in ensuring the implementation of the Ministry's strategy and many of them attended today's event.
